About Us

VECA is a small company working with a team of consultants in a network that allows communication whilst improving our knowledge and experience to offer effective solutions to our clients. Our associates include ECORYS consulting, Pohl Consulting & Associates, GOPA, Swedish Development Advisers AB, Statisticon Sweden.

Formed in 1997, VECA is owned by Brian Wicklin. We produce about 5-8 annual statistical reports per year, covering areas including statistical and economic research, appraisal and feasibility studies, market surveillance based on EU Directives and consumer protection and surveys and project identification.

We work in close co-operation with the Office of National Statistics in Sweden (Statistiska centralbyrån), National Research Institutes and the subject area specific offices of international organisations.

Brian Wicklin is a member of the International Statistical Institute (ISI) the governing body for statisticians around the world and the Swedish Statistical Society. EMARS project of PROSAFE for ensuring safety of products, standards, certification and accreditation according to the EU New and Global Approach Procedures for far competition and consumer safeguards.

Brian WicklinBrian Wicklin has extensive knowledge and experiences (1968 – 1996) from the Swedish Office of National Statistics in the areas of national accounts, economic statistics, statistical business registry, classifications and foreign trade in commodities. Developing best practices concepts for data capture and integrated statistics for subject specific areas e.g. gambling, tobacco and smoking, health, quality of life and lifestyles, household surveys. Experienced in institutional strengthening and capacity building up of statistical offices and authorities for market surveillance and consumer protection in newly emerging economies. Team Leader and key expert for EU funded projects in Albania, ASEAN Member States, Armenia, China, Cuba, Egypt, Kosovo, Latvia, Macedonia, Myanmar (Burma), Romania, Slovakia, Turkey and Uzbekistan.

He was elected as a member of the International Statistical Institute (ISI) in 1995 and holds the Swedish award "Statistician of the Year, 1989" for pioneering work in developing new areas of statistics and making them available on a user friendly basis.

ASEAN countries: Appraisal of EC-ASEAN Statistical Capacity Building Programme.
Albania: Advisory services for establishment of appropriate administrative structures in the Ministry of Economy for Marketing Surveillance for consumer products and safety and dialogue with the Albanian Consumer Association (ACA). Link to www.ms-albania.info.
Armenia: Poverty reduction strategy evaluation and assessment of statistical needs.
Azerbaijan: Support to the State Statistical Committee of the Republic of Azerbaijan development towards compliance with international and EU standards and in drafting a Twinning Fiche.
Bosnia & Herzegovina: Create a registry of households from a master sample survey at the State Statistical Institutes.
China P.R: Evaluation of EuropAid project on Chinas trade with EU at the State Statistical Institute.
Egypt: Re-organisation and capacity building of the Office of National Statistics (CAPMAS). Workshop on market surveillance based on EU best practices for Ministry officials at the Ministry of Trade and Industry.
Egypt: EU requirements for market surveillance in the context for promoting free trade flows between Egypt and EU.
Latvia: Advisory services to set up market surveillance and work safety at the State Labour Inspectorate of the Ministry of Welfare.
Lithuania: Review and develop the INTRASTAT system for compiling and presentation of foreign trade data in goods.
Macedonia: Advisory services for creating the business register at the State Statistical Office of Macedonia. Technical support to market surveillance system and consumer protection based on EU best practices.
Mynamar and CLMV countries: Methodology for compiling and analysis of foreign trade in goods with introduction to INTRASTAT.
Romania: Regional socio-economic analysis for the National Development Plan 2004-2006. Data capture and SWOT analysis at the Ministry of Development and Prognosis.
Romania: Advisory services on strengthening market surveillance for consumer products and safety, business to business micro-macro data analysis/consumer dialogue at the Consumer Protection Authority (ANPC).
Serbia: Residential statistical advisor for adoption of the statistics Acquis.
Slovakia: Foreign trade statistics and adoption to EU standards (Intrastat) at the Statistical Central Office.
Turkey: Advisory services for establishment of appropriate administrative structures in the Ministry of Industry and Trade for Marketing Surveillance and use of business micro-macro data.
Turkey: Business unit's capture and entry in business register and impact on 2003 census of business.
Uzbekistan: Needs assessment for the "Federation of the Societies for Protection of Consumer Rights" and the State Anti-monopoly Committee, an agency responsible for carrying out state policy on consumer rights protection and quality infrastructure.
